Decentralized Governance in Kerala
Grama Panchayats form the foundational tier of the decentralized governance system in Kerala. For the smooth operation of a Panchayat, the elected administrative body works in close coordination with officials from various government departments.
1. Administrative Structure (Elected Wing)
Policy formulation and governance decisions are undertaken through the following elected system:
Panchayat Governing Body (ഭരണസമിതി)
The core decision-making body comprising elected Ward Members and the President.
Steering Committee (സ്റ്റിയറിംഗ് കമ്മിറ്റി)
The central committee responsible for coordinating the administrative and executive activities of the governing body.
Standing Committees (സ്ഥിരം സമിതികൾ)
Four key committees operate to oversee various development sectors:
- Finance Standing Committee (ധനകാര്യ സ്റ്റാൻഡിംഗ് കമ്മിറ്റി): Manages financial allocations, revenue, and budgetary affairs.
- Development Standing Committee (വികസനകാര്യ സ്റ്റാൻഡിംഗ് കമ്മിറ്റി): Leads infrastructure development and economic planning.
- Welfare Standing Committee (ക്ഷേമകാര്യ സ്റ്റാൻഡിംഗ് കമ്മിറ്റി): Implements social security and welfare programs.
- Health & Education Standing Committee (ആരോഗ്യ-വിദ്യാഭ്യാസ സ്റ്റാൻഡിംഗ് കമ്മിറ്റി): Focuses on public health, sanitation, and educational standards.

3. Bureaucratic & Executive Hierarchy (ഉദ്യോഗസ്ഥ ഭരണഘടനാ ക്രമം)
The official operations and file management of the Panchayat office are organized through the following staff hierarchy:
- Grama Panchayat Secretary: Principal Executive Officer of the Panchayat. Responsible for official administration, regulatory compliance, and file processing.
- Assistant Secretary: Coordinates general administration, Kudumbashree, welfare programs, and Scheduled Caste (SC) development.
- Junior Superintendent / Head Clerk: Monitors daily office routines and file flows.
- Head Accountant: Manages receipts and expenditures, financial ledgers, and budget preparation.
- Senior Clerk & Clerk: Prepares file notes, collects taxes, and processes incoming applications.
- Office Attendant & Support Staff: Handles file movement and office maintenance.
